And you want to make sure that the correct SYSTEM, DEFAULT, networking 
etc records  for the architecture are used.

Apologies for bashing on about this, but we ended pp with the wrong 
quotas during a transition from VAX to Alpha.

There's also the question of RIGHTSLIST.DAT and VMSMAIL_PROFILE.DATA.

I personally prefer to use DCL to feed a list of usernames and account 
details into AUTHORIZE and let that pick up values from the DEFAULT 
record and handle the RIGHTSIST stuff.
