[Info-vax] how to get the time of any timezone (C or VMS RTL/system services/etc.)

The last time I looked, VMS allowed each user to set his own Time Zone
and have the appropriate local date/time displayed.  Such a feature is 
almost necessary when the main computer is in New York and branch 
offices are scattered all over the country or the world!
