LTE currently does not have any voice support. They are thinking about
how to provide this.

Microsoft could simply provide a Skybe based option for LTE phones with
IP voice, but with a server operated by the mobile network company. or a
server operated by Microsoft with some revenue sharing arrangement with
mobile networks.
