The unit is 100 nanoseconds, aka the "clunk".
Hoff seems to share your confusion about the centisecond,
but otherwise does a fine job describing the VMS epoch.
Note that the 0.5 offset is becauase astronomers work at
night and put the zero hour at noon. The rest of us customarily
work during the day and put the zero hour at midnight.
