[Info-vax] Problem deleting files locked by another user

We have a lot of files that need to be deleted, but when trying to delete them we get the following message:

%DELETE-W-FILNOTDEL, error deleting SYS$SYSDEVICE:[DSMMGR.HL7_ORDERS.ARCHIVE]20110331234852_12899_1134999076_1.ARC;1-RMS-E-FLK, file currently locked by another user
I have try set file/unlock but it doesn't seem to unlock them. I suspect that there is an old process hanging around that has the files locked. How do I determine what process has a file locked? If there is no process, how else can the files be unlocked?
