Did you try the openssh (if applicable) ssh-keygen import tool?  I've
successfully used ssh-keygen export to format a Unix public key for use
on VMS.

Are you able to connect to yourself with Putty on the windows host?  Not
being a VMS expert, but it seems to me your remote session is being
immediately closed down for some reason; as if you'd just logged out.

This might be a server misconfiguration.
