It means, there is no message number 00A38DB0 in the sys
$message:SYSMGTMSG.exe message file. You can try
$ set message sys$message:SYSMGTMSG.exe
$ write sys$output f$mess(%x00A38DB3)
wether it will show you a message text. It very likely will not. That
also means that the backup utitlity used is not compatible with the
message file SYSMGTMSG. Either one (from the VMS base installation)
may have been replaced, manually or with an ECO, etc.
