Maybe. But it's very likely not a VMS supplied OLB. VMS usually has $-
signs in its global symbols, as in DRIVER$INI_DDT_KP_REG_MASK.
ISR_STUB may be a function-like C macro. But without more information
on the source and the link command one can only guess.
