As I understand it (maybe not very well) it is that the Euro is
common currency, but each government is otherwise mostly separate.
Normally, the value of a currency should change depending on
a countries monetary policies (or lack thereof). With the
Euro, the natural negative feedback path is gone, and so the
system isn't stable anymore. Other systems need to be added
to keep it stable.
