I very strongly recommend that you do not use VAX C 3.2 if you can avoid it.

DEC C 4.0 is the upgrade from it.

DEC C comes with a CRTL upgrade kit for 5.5 to allow the programs to 
run.  It is labeled something like AACRTL60.

Current DEC C for VAX is V6.4.  I do not know if it will install on that 
old of VMS, but it might.

I would also not use /standard=vaxc with DEC C, but instead fix the 
things that DEC C does not like.
