All the systems have a Phase IV like address.

There's just an ethernet switch.
To be more precise, The 7.3 VAX and the 5.5 VAX are
emulated on the same physical host. The Alpha running
8.3 is a seperate real Alpha machine. The ULTRIX host
is an old DECstation running MIPS ULTRIX 4.5 and the
DECnet OSI product.
In the meantime I also tried a new installation of VMS
5.5-2 which has the same problems just like the 5.5
system. So far all the systems can talk to each other.
Only the 8.3 and the 5.X systems can't talk. I can telnet
from 8.3 to 5.5 though.
