This shows the system is NOT running MadGoat MX, but TCPIP services SMTP.
You either have both systems running, and they are interfering, or TCPIP 
SMTP is not fully configured.
In addition to "show service smtp", look also at "show config smtp",
to see if things like mail gateways, domain etc. are correct.
And look at the smtp queues  "show queue TCPIP$SMTP*": are they started?
Look into SYS$SPECIFIC:[TCPIP$SMTP]TCPIP$SMTP_LOGFILE.LOG to see any startup 
errors, and  TCPIP$SMTP_RECV_RUN.LOG for incoming errors.

To verify and evtl. complete SMTP configuration, use 
@sys$manager:TCPIP$CONFIG -> client components -> SMTP.
