You would need to enable XDM on the VMS machine.  The query command on
the X terminal sends an XDM request either as a broadcast or to a
targetted host. That host then eventually connects to the X display.


I have not tried the VMS  XDM server in years (since I was on VAX). Back
then, it didn't handle the popular MIT-COOKIES used by modern XDM. But I
think the software was updated since.

On the VMS machine, from the SYSTEM account: @sys$manager:TCPIP$CONFIG
and then go through the menus to configure server items, and you should
see XDM in there.
