It is possible to boot normally (no foreign boot) from a disk which 
consists of the VMS installation CD contents with the special drivers 
added. You can also make an installation CD where the special drivers 
are included.
I might have such a disk somewhere.

If the floppy drive tries to read the floppy, but thinks the drive is 
empty, then the drive must be faulty.
