If intelligence follows the normal distribution then, by definition, 
half of the population has below-average intelligence.  There is a story 
that President Eisenhower was shocked when an aide mentioned this in 
passing.  (Reminds me of those spam emails: "We've placed thousands of 
websites in the top 10!")
