[Info-vax] $SETIMR granularity

   I don't know the specifics of $SETIMR, but internally Alpha knows
   the clock chip is not a multiple of the VMS time least significant
   bit.  The clock slowly gets behind until it's a full tick behind
   and then the Alpha code inserts a "leap" tick.
