Ubuntu documentation for SimH also states that because of the copyright 
restrictions, they are not including the ROM images needed to get SimH 
VAX to work.

For that reason, I downloaded the source from the SimH home page, and 
with a small fix to the makefile because one of the libraries was in a 
different location, it worked.
