Yes, SYSTEST was traditionally used by hardware engineers to exercise 
systems and hopefully detect hardware errors you wouldn't see on a 
lightly loaded system.  UETP stands for User Environment Test Package.

Trivia:

Prior to something like V6 SYSTEST was originally created with the 
default password UETP, and while everyone religiously changed the default 
supplied password for SYSTEM (MANAGER), and perhaps FIELD (SERVICE), they 
would forget about the SYSTEST account.

And that gave you a nice way into many a customer system when you got 
called out to fix it when nobody there knew the SYSTEM password. :-)
