[Info-vax] Not getting a dump file when VMS crashes

OK, the memory was failing ...
There is only one file that is specified in sysgen, the startup file
(normally points to statrup.com)
the default page file and dumpfiles appear to be hardcoded in the
system. I it can't filed sysdmp.dmp, it tries to map to the pagefile.sys
the SYSGEN paramenter SAVEDUMP does affect how the pagefile behaves when
you boot and there is a valid dump file in the page file.

So the the page and dump files are set REALY REALLY REALLY early in the
boot sequence as they are the first lines outputted to OPA0:
