[Info-vax] Not getting a dump file when VMS crashes

Back in the late 1980s, some aurora borealis in northern québec caused a
province wide blackout by inducing excess currents in long transmission
lines which, upon being detected caused those line to be taken off line.
But inadequate load shedding system caused each other power generation
source to be overwhelmed and within seconds all of Québec was in the
dark. But during those seconds, power was volatile on the grid.
My all mighty Microvax II had the time to spot memory parity errors and
write them to the error log (on a slow RD54 nonetheless!) before the
system failed.
So, in cases of power supply providing erratic power to the board, it is
quite possible that something would get logged.
But in cases where the power supply trips to prevet it from supplying
erratic power, then the machine has no time to write anything to the
error log.
