I believe so. The site fell off support several years ago; the onsite
downloaded all the patches for the system (and has 7.3-2 media) but
never installed it; my understanding is that even though they were
under support when V7.3-2 was released (right to new versions, etc)
that the actual install had to take place while under support; legally
if they wanted to do it now they'd have to pay for an upgrade license
(which is not happening, no budget).
Budget is the same issue for doing an OS upgrade even if my
understanding about an upgrade license is incorrect and they would be
allowed to upgrade without one; the onsite tech and management would
want one of us to come onsite to do the OS upgrade, but an ECO kit
they'll allow remotely. And there's no budget to bring one of us
onsite at this time (travel involved).
I do wish they had gotten up to 7.3-2, but they're at where they're at
for now.
