Yep, that is a bit of AJAX-like technology once known as "the Google
suggester" and it is used to tell you what is loaded in the nearest
caching server (reflecting popular search phrases which are cached).
If you go with the suggestion, then your query doesn't go back to
their main site in Mountain View (if searching from the USA). But if
you keep on typing, and the suggester stops suggesting, then your
query does go all the way back to Google.
