[Info-vax] Why would FTP not work from my PC to my PA ?

I restarted my Personal Alpha emulator, and did upgrade from 7.1 to 8.3
I installed TCPIP and double checked my config, all seems fine
I can get out, I just did some PHONE from within EISNER :-) and I can FTP on myself (both client and server enabled)
But I cannot FTP from my PC to the Alpha...
The Ping is fine, but no answer from port 23.

How come?
