No, not in general.

One DBMS is not like every other DMBS. I have have had a Rdb database
"break" due to a simple power failure.

And, generaly speaking, Rdb is more "safe" then a plain RMS
based "database".

How on earth could we know *anything at all* about some unknown DB.
We don't even know the brand/model.
