Is there 12V on the disk power connectors as well?

It's okay.  If you have +5, then everything on the primary side of the
switching transformer is okay, your problem is on the secondary.  Pull
the supply, look at the outputs.  Check caps, check diodes, everything that
is near where the output connectors are.
