Oh, you poor naive person. :-) :-)
It could be a configuration problem by yourself, but SFTP is utterly broken
in that version. Look at postings from myself from a few months ago on
SSH/SFTP to understand the world of pain you are about to experience if
it turns out not to be a configuration problem.
Short version: You may be lucky and get it working, but I hope you have a
support contract as you may end up needing to contact HP. Warning: If you
get new images from HP, make sure they work as expected and do not corrupt
your data during transfer. Direct personal experience here, unfortunately.
If you have Linux to hand, then you should make sure that it works ok from
Linux by configuring the Linux sftp client and/or sftp server. That may
help you isolate the problem to the VMS SSH server or client.
In my case, I was only focused on the VMS SSH/SFTP client, but I also
found issues (I cannot remember what exactly) when trying to use VMS as
a SSH server.
