The debug logs and the tools don't (usually, directly) tell you that 
(they usually barf and tip over), reading the docs, does.

It'd be better if the tools scanned the keys and verified the contents 
as recognized and went "whoops, huh?" if not.  But they don't.  But I 
digress.

Confirm that the key formats match; keys can need to be converted, and 
that depends on what your Windows tool expects/needs/defaults.

Try PuTTY.  I've documented that sequence.
