Once upon a time, various countries had significant problems with
deaths and injuries caused by bad people drinking and driving. In many
countries, drinking and driving is now not only illegal, but socially
unacceptable. Consequently the number of fatalities and casualties
caused by drinking and driving is greatly reduced. Those who still
indulge are viewed (rightly) as criminals and it is quite possible
that if they are drinking and driving they will be reported by people
they know.

How big is the difference? Why?
