There's a VMS port of the xxd tool packaged with the vim text editor 
<http://labs.hoffmanlabs.com/node/768>   I don't immediately know of an 
available VMS netcat port, unfortunately.  Neither xxd nor netcat are 
part of GNV.

And FWIW, netcat is also sometimes known as nc.
