That depends on the country and economic circumstances.  There was a 
brief period circa 1987-1989 when tax cuts in the UK resulted in an 
increased tax take.  The highest income tax rate was cut from 60% to 40%. 

When it was 60% a common attitude was "I'm not working for the state to 
get £6 when I only see £4.  I'll take leisure time rather than exceed the 
threshold".
