Part of the implementation is in the terminal driver (which was why a 
user connected from VAX/VMS V4.0 or later system could use a single 
line of command line editing access when SET HOST onto a VAX/VMS V3 
system) but part of the command recall history implementation (around 
the command recall) is implemented in DCL (which is why you got just 
one version when connected to an earlier release).

Put another way, the current (lack of) support around wrapped lines is 
an ancient and documented bug, err, restriction, err, feature, and it 
centrally involves the compatibility quagmire of the terminal driver, 
and related baggage.

And yes, bash handles this a whole lot better.
