Yes, I really wish TOPS-20 would come back, from which much of this 
really stems... :-)

As for saving and retrieving the command history between sessions - it's 
pretty much only useful if you also have a usable way of quickly search 
and recall commands from the history. As DCL lacks that, I don't see 
persistent, large command history as a useful addition to DCL. Now, 
better command searching and recalling would be a very nice thing to have.

Completion of filenames and commands would also be very nice. Did 
DCLCOMPLETE ever get ported beyond VAX?
