DCL is in the source listings.

The MCR CLI image RSX.EXE would be included in the microfiche, and then 
only prior to VAX/VMS V4.0.

DEC/shell was a layered product, and listings were not AFAIK available.

I suspect the POSIX shell would have been packaged a layered product, 
but I don't recall that particular CLI in any detail.  AFAIK, it and 
DEC/shell were not part of the OpenVMS operating system, and thus not 
included in the source listings.
