Marketing was abandoned by it's various owners ..

New development has shrunk through the years, until now where it seems to be 
very little ..

For HP, it's probably viewed as NIH ..

However, HP seems inclined to accept any money people throw at them ..

My own personal opinion, no matter how much money you throw at HP, they will 
take it, but not re-pay with increases in development and / or marketing.

Before there can be any re-birth of VMS, it's owners will first have to 
"believe" in it.  I think this is the basic problem ..
