Writing your own CLI in RSX is well documented, and consists of a number 
of specific system calls and not much else. It's all in the manuals, 
including an example CLI written in FORTRAN, unless I misremember.
But I seriously doubt any of it is in any way useful or relevant from a 
VMS perspective. It's not even something that RSX compatibility in VMS 
would have brought you, since only user mode program environment 
compatibility existed, and a CLI isn't a plain user mode program in RSX...
