VAR on VAX and Alpha; UDF on Itanium.  We needed to be able to continue 
support .OBS files with the ELF object format and FIX512 wouldn't even do 
that so we went to UDF (which then lead to some additional work to continue 
to support copying .OBJ files to/from magtapes)
