Sounds alright.  In fact, I think unmanaged switches tend to give
less issues on average than managed ones (especially in terms of
non-TCP/IP).

Typically via "SYSGEN> SHOW 'parameter", e.g.:

$! [TOF]
$ SET NOON
$!
$    SHSG :== MCR SYSGEN SHOW
$!
$ SHSG VOTES
$ SHSG EXPECTED_VOTES
$ SHSG VAXCLUSTER
$!
$ EXIT
$! [EOF]

Maybe it's better to look up, if you can (via a conversational
boot, perhaps), which of the previously mentioned parameter you
have configured (for both nodes).  At the moment, it's hard to
say what might be going on.

By the way, with regard to the quorum disk, is it an internal
disk inside the DEC 3000?
