In the absence of further information, I am assuming you are using
the TCP/IP sftp client.
Be aware that sftp has undergone incompatible changes in this area
between versions.
What it actually did in older versions was to convert the file to
stream-lf internally and send that to the remote server (assuming you
were sending files _from_ VMS).
What it does in recent versions depends on the ascii/binary mode settings
in use. Note: don't assume that just because (1) the ascii/binary mode
commands are documented in the sftp online help and (2) are accepted by
the sftp client, that they actually do anything.
The commands were documented as been available before they actually did
become available.
