Directories are ODS entities. They have RMS attributes set in the file 
header, but that's all. Also, the directory records conform to the 
variable length format. Here you may argue that this makes it an RMS 
file. With that argument you may find RMS files in other file systems as 
well. The directories are maintained by the XQP and ACP functions like 
IO$_CREATE and IO$_DELETE. That makes them non-RMS files, from my point 
of view.
