I sometimes have to build the tools, including compliers and other 
utilities,
but not really a big deal if you've done it before. Nothing magical 
about it.

If you are programming under vms, I guess you don't have to. You most likely
find that equivalent functionality schemes exist on other platforms, if you
look for them.
