I still don't understand why you need BYPASS to compile.  For the LINK, 
using /EXE=SYS$SYSTEM:imgid.EXE will put the image into the system-specific 
root, not the common root.   Same problem the the SET 
COMMAND/OUTPUT=SYS$LIBRARY:.  You need SYS$COMMON:[SYSEXE] and [SYSLIB], 
respectively.
