Well, yes, but it doesn't work very well.  Many years ago I posted a 
comparison in this forum of the throughput of VMS and Unix pipes on 
identical DS10 hardware, and the Unix throughput was much, much faster.

Probably not what the OP was after, but my little utility "accudate" 
might be helpful in some of these situations.  Basically it is like 
unix/linux "date" extended to handle times less than 1 second, time 
offsets, and delta time.  I use it a lot for timing measurements in 
shell scripts.  Never built it on VMS, but it shouldn't be too hard to 
get it running there.  Links to the accudate man page and the source
