the RAB$V_ASY, meaning don't wait for completion, and while the request
is still active (not yet completed), you issue another request.

The help tells you to issue a $WAIT which tells RMS to wait until the
first request completes, before issuing the second.

If this is code you didn't write or don't have the source to, it
doesn't look like there's much you can do other than complain to the
authors.
