Well, I suppose anything is possible but I don't know how you'd get DCL 
to access a record stream more than once per process.  Of course, if a
program is going this, it could easily do so if the RMS I/O was issued
and then another RMS I/O issued prior to the former's completion.  ASTs
or if the code is multi-threaded makes this more likely.
