[Info-vax] proper file format, attributes for non-binary files served by a web server

But this is not necessary for with files on VMS which are never
transferred elsewhere EXCEPT VIA WWW, right?

The default OSU configuration file has a byterange hack which was to 
enable PDF files to display more quickly.  However, with faster 
connections these days, it might be more efficient to remove it.

Where else are byterange requests used?
