[Info-vax] OSU server, LYNX and character sets

I have a web page served by the OSU server which contains

   <Meta Http-Equiv="Content-Type" Content="text/html; Charset=iso-8859-15">

LYNX says:

   Charset: iso-8859-1

Why the difference?  (In this particular case, all of the characters on 
the page are actually in iso-8859-1; the overlap between the two is 
quite large.)
