Yes, but also a few other differences; some little-used symbols are 
replaced with letters with diacritics with the result that a large 
number of European languages which use the Latin alphabet can be 
displayed.  

What do people here think of using 8-bit characters and specifying a 
character set as opposed to using the &bla; syntax?
