[Info-vax] OSU server, LYNX and character sets

Firefox does see the charset meta tag. It is probably lynx ignoring it, lynx  
has config and command-line options for default charset to replace those 
unrecognized.
The HTTP header sent by OSU by the way does not contain charset information, 
for a html document it looks like;
