The key is that if you omit fields at the bottom end, DCL
substitutes the corresponding information from the _current_
time. So if you were to have used
wait 26-jan-2012 15
at that time (14:47:20) it would have waited until 15:57:20 .
Remember, the ability to provide a _target time_ is completely
undocumented, so I suppose that means they are free to implement
it any way they wish.
