[Info-vax] HP Bringing the Hobbyist Program In-House

For various reasons this change has been announced earlier than planned so things are not all in place. Hopefully web pages etc will get updated soon.

The changes being made are intended to make the programme better.

I would like to thank David Cathey for his invaluable work over the years with the OpenVMS Hobbyist programme.
